Microsoft is developing a new touch screen operating system that could mean the end of the computer mouse, Bill Gates has announced.

Windows 7 aims to build on the success of the touch screen systems developed by Microsoft’s rival Apple’s iPhone. Microsoft users will issue commands by touching the screen rather than by the traditional keyboard and mouse combination, which has dominated since the 1970s. Windows 7 is due to be released in 2010 and is Microsoft’s attempt to catch-up with Apple, whose handheld iPhone has proved exceptionally popular. Touch screens are appearing on a host of devices including sat-navs, cell phones and remote controls. A touch screen blackberry is expected shortly. At a conference in Canda this week, Bill Gates, Microsoft’s billionaire chairman, said: “The way you interact with the system will change dramatically.” Mr Gates added that computer users of the future will interact with their machines by voice and pen as well as touch.

A flawed integrated graphics controller in the GM45/GM47 chipsets means the upcoming version of the Core 2 package is expected to ship on July 14.

Intel on Wednesday said a problem with the integrated graphics controller that assists a computer’s microprocessor in rendering video and other graphics prompted the chipmaker to delay the release of the Centrino 2 mobile platform until mid-July. Intel on Tuesday said the new platform would ship July 14 instead of June, which is when it was expected. Centrino 2 includes Intel’s 45-nanometer Core 2 processor, formerly code-named Penryn. The flawed integrated graphics controller was in the GM45/GM47 chipsets available with the new platform. The IGC’s purpose is to off-load graphics rendering from the CPU and is typically used in computers that don’t need the higher level of power delivered through separate graphics cards from companies like Nvidia or Advanced Micro Devices’ ATI unit.

Customers lured into no-interest or no-payment financing were denied and offered high-interest loans that often exceeded 20% instead.

A New York state judge on Tuesday found that Dell (Dell) offered consumers no-interest financing for computers as part of an illegal scheme to lure them into high-interest loans. State Supreme Court Justice Joseph C. Teresi decided that Dell and Dell Financial Services engaged in fraud, false advertising, deceptive business practices, and abusive debt collection practices, said the N.Y. State Attorney General’s Office, which filed the lawsuit in May 2007. DFS is a joint venture between Dell and CIT Bank. In his ruling, Teresi barred Dell and DFS from engaging in illegal business practices cited in the suit. The court will hold further hearings to determine restitution to consumers and the amount of profits Dell unlawfully earned that will be forfeited to the state. N.Y. Attorney General Andrew M. Cuomo said that Dell’s and DFS’ actions were “a bait and switch that left thousands of people paying for essentially no service at all.”

On Tuesday, the Franchise and Concession Review Committee (FCRC) of New York voted unanimously to approve Verizon’s proposal to provide Fios TV service in all five boroughs. The vote moves the service closer to becoming an option for customers in New York to choose over cable or satellite TV. “If we are successful in the last steps of the approval process, we will deliver on our promise to begin offering Fios TV in parts of each of the five boroughs later this year,” Monica Azare, Verizon senior vice president for New York and Connecticut, said in a press release. Fios TV is available in numerous areas around the city, including suburbs in Long Island and New Jersey, but inside city limits cable providers Time Warner and Cablevision basically divvy up the five boroughs between them (RCN cable is available in select places, too) and no alternative aside from satellite is currently available. Worse, many apartment buildings won’t allow satellite dish installs, and many of those that do are blocked by other buildings, making the satellite signals impossible to receive.
